The Mercer County Commissioners established the Mercer County Solid Waste Authority (MCSWA) in 1989. Each county in Pennsylvania is required to develop a plan to manage its municipal solid waste. The Mercer County Solid Waste Authority does this planning for the county. Authority membership is comprised of citizens from around the county and elected officials representing townships, boroughs and cities.
The Solid Waste Authority works in conjunction with the Mercer County Regional Planning Commission in developing and implementing the county's solid waste management plan and recycling programs.
The Mercer County Solid Waste Authority is responsible for the following activities:
- Plan for the storage, transport & disposal of Mercer County Solid Waste
- Plan & implement recycling and waste reduction programs
- Work with educational institutions such as area schools, the Mercer County Cooperative Extension &the McKeever Environmental Learning Center to educate the public about solid waste management, recycling & composting.
- License and work with area hauler to ensure the prevention of illegal dumping and protect the public's health, safety and welfare.
- Assist municipalities in developing or expanding recycling programs through grant writing and technical assistance.
